Garber recommends replacing the battery on a 3 year interval. Some components on wireless systems may have batteries that need to be replaced on a more frequent basis.
In most cases yes, all newer systems installed in the last 15 years or so, are required to be monitored. If you have an older system that is not monitored, you may have been grandfathered. However, Garber recommends all fire alarms to be monitored.
